Rather than constructing new surface parking, which consumes more space, decked parking should be encouraged. Parking decks which contain multiple levels of parking stacked on top of each other are more efficient than surface parking where land costs are high. Parking decks can also contribute to the urban character of Downtown when they are “wrapped” with retail or office space, such as the Winston-Salem Chamber of Commerce offices on Fourth Street. Creative use of architecture and design elements can also improve the appearance of parking decks in urban settings.

As has been said in other places, there seems to be ample parking downtown. I don't want to encourage more drivers downtown. I'd rather see other ways to move people into and around downtown - buses, bicycles, etc.
